John Mineau
Chief Deputy

Chief Deputy John Mineau has been a law enforcement officer since 1991.  Mineau spent the majority of his career with the Lassen County Sheriff’s Office before coming to Monterey County.  Mineau worked assignments as a Deputy Sheriff-Coroner on Patrol and held collateral assignments as a field training officer, sniper, crisis negotiator, and computer voice stress analyzer examiner.  After promoting to Sergeant, Mineau worked assignments in investigations and the county jail.  Mineau later served as a Lieutenant in charge of the Administration division of the Susanville Police.  Mineau then returned to the Sheriff’s Office and became the commander of the Lassen County Jail.  Mineau was appointed as the Undersheriff for Lassen County in 2008 and served in that capacity until joining the Monterey County Sheriff’s Office in 2016.

Mineau earned a Bachelor’s degree in Criminal Justice Management and a Master’s Degree in Public Administration.  He is also a graduate of California’s Commission on Peace Officer’s Standards and Training (POST) Command College.

Additionally, Mineau has been a two time appointee to the California Board of State and Community Corrections (BSCC) Executive Steering Committee to update California Title 15 and 24 minimum jail standards and published an article on California Public Safety Realignment (AB 109) in the magazine for the American Jail Association.  Mineau is also a member of the California State Sheriff’s Association CSSA Legislation Committee where he advocates for critical public safety legislation impacting the criminal justice system and citizens of Monterey County.

Mineau is now assigned as the Corrections Operations Bureau Chief.  The Corrections bureau is comprised of over 235 professional and sworn personnel that operate and supervise a jail system rated to house 825 inmates, 20 court rooms in 5 locations, and an annual operating budget of over $51 million.

Jim Bass
Captain

Captain Jim Bass began his law enforcement career with the Monterey County Sheriff’s Office in 1994 working in the County Jail. He worked assignments within the Transportation Unit and the Corrections Emergency Response Team while also serving as a Facility Training Officer for over eight years. Upon promoting to sergeant he worked in Jail Operations before being assigned to the Classification Unit.  After promoting to commander he was assigned to manage a number of different divisions in the Corrections Operations Bureau until his promotion to his current rank of Captain.

Captain Bass earned his bachelor’s degree in Criminal Justice Management and has completed numerous leadership classes including Sherman Block’s Supervisory Leadership Institute and the Police Executive Research Forum’s Senior Management Institute for Police.

Captain Bass works directly with Corrections Operations Bureau Chief John Mineau to manage the bureau. The Corrections Bureau is comprised of over 235 professional and sworn personnel that operate and supervise a jail system rated to house 825 inmates, 20 courtrooms in 5 locations and an annual budget of over $51 million.
